HIGHLIGHTS OF WORKING GROUPS ACTIVITIES

Joint meeting of the Working Groups and National Associations

On 16 April, National Associations and Working Group Chairs met in Brussels.

This yearly event is a unique opportunity to exchange information on the many topics addressed by the +20 EIGA Working Groups and at national level.

Also an opportunity for EIGA to touch upon the true value of a European association: its members!

The next day, National Associations had another fruitful meeting and discussed specific common issues.

The German association, IGV, mentioned their diner debate with more than 100 participants, half of whom were decision-makers. The focus was the German carbon management strategy.

WG 1: Battery electric and hydrogen fuel cell trucks for dangerous goods transport

Barring an unexpected turn of events, battery electric and hydrogen fuel cell trucks will be allowed to move EIGA members’ tank vehicles, battery vehicles and MEGCs beginning with 2025. This was recently agreed for inclusion in ADR 2025 in the April meeting of the relevant UNECE Working Party (WP.15). EIGA’s involvement in the decision making process, via AHG-1.3, was critical. Not only did our experts provide the required expertise on hydrogen for the performed risk analyses, but we also actively promoted to get hydrogen fuel cells included “in one go”, the regulators initially being primarily focused on battery electric systems.

EIGA would like to commend AHG-1.3 for a job well done. Once the text for ADR 2025 is finalised in September’24, EIGA members can consider integrating battery electric and fuel cell driven trucks in their fleets.

On 11 April 2024, the European Parliament approved the Hydrogen and Gas Package.

On 23 April, the European Parliament adopted the provisional agreement of CLP Regulation (classification, labelling and packaging of chemical substances and mixtures which are released on the EU market).

On 25 April 2024, the European Parliament approved the Net-Zero industry Act.

Towards a competitiveness / industrial deal?

Over 1000 organizations have signed the Antwerp Declaration, calling for a European #IndustrialDeal to complement the Green Deal and keep high quality jobs for European workers in Europe.
EIGA was amongst the first signatories.

DOC 227/24 - Unique Device Identifier (UDI) for Medical Devices Used in the Gas Industry

(Revision of Doc 227/20)
Applies to the medical devices put on the market by the gas manufacturers according to the new medical device regulation EU 2017/745 and concerns the implementation of the requirements related to the UDI system.

DOC 250/24 - Standard Procedures for Hydrogen Supply Systems

(Harmonised publication)
This publication provides recommended best practices and standardised procedures for personnel using hydrogen supply systems. The practices and procedures are limited to bulk gaseous and cryogenic liquid hydrogen and do not address non-bulk (cylinders) supply systems. This publication addresses processes for commissioning, filling, decommissioning, maintaining, and operating hydrogen supply systems.

DOC 251/24 - Overview of Hydrogen Production Methods

This publication provides an accessible overview of current commercially available industrial hydrogen production methods.

TB 051/24 - Hydrogen Interface for Trailer to Hydrogen Refueling Station

Hydrogen refueling stations (HRS) are being deployed out of the industrial environment where Industrial Gas Companies are used to operate trailers. It is foreseen that a significant increase in number of deliveries to HRS will be required to support the growth of Hydrogen mobility applications. The connection between Gaseous Hydrogen (GH2) trailers and HRS are typical industrial connectors but there is a lack of harmonised standardisation of physical connectors and relevant safety systems for interoperability. The aim of this document is to represent EIGA recommendations on this topic.
The scope of the document covers GH2 trailer usage in Europe, however most of the functional requirements can be extended and adapted for other geographies.
The requirements of this document only apply for new installations.

TB 052/24 - General Safety and Performance Requirements of Medical Device Regulation applied to Argon

This Technical Bulletin provides guidance on the interpretation of the General Safety and Performance Requirements (GSPR) in Annex I of the Medical Device Regulation (MDR), when applied to gaseous Argon as a medical device such as intended for plasma coagulation or cryoablation, and to provide implementation recommendations.

Awareness Package TP INC 53/24 - Recent Incidents in the Industrial and Medical Gases Industry (SAC 177)

At each meeting of the EIGA Safety Advisory Council (SAC), the members exchange information on gas industry related incidents (accidents causing injuries, property or environmental damage and near-misses). SAC discusses and analyses these incidents. This information is used by SAC to determine the priorities for safety alerts, safety information, new and revised documents, campaigns etc. In this Awareness Package are the summaries and photographs of incidents discussed at SAC.
